Flickr Web Imager is a free utility for Windows that allows you to drag and select anything on your computer screen like your web browser, desktop as an image and directly upload it to Flickr (from within the app). It works like PrintScreen except that you can drag and select whatever you want on the screen, not the whole desktop screen.
