It looks like Microsoft’s China development is more active than anyone else. Earlier, there was a version of Windows Live Messenger for Nokia S60 available for download only through MSN China. This time, they have released a new web based tool called MSN Cartoon Beta that allows users to create smileys & cartoons from photos & pictures uploaded to the site by converting them using facial recognition technology.

Once you upload a photo to the website, it will be converted to a cartoon. Later you can select a hair style for the animation and a facial expression (happy, sad, angry, winking, etc) based on the emoticons that are available in Windows Live Messenger.
The website is in Chinese so you might need to walk through this video created by Microsoft blogger Sukesh to navigate the site better.
When you visit the website for the first time, it will prompt you to install a software which is compatible with Windows XP, 2003 and Vista only.
